GSQT – Recently, Phung Xuan Nha, Minister of Ministry of Education and Training has confirmed that the foreign language project has not successful after nearly 8 years of implementation.

The foreign language project has been set goals is that majority of university and college graduates would have a good foreign language ability to meet the requirements of work and communication in 2020. But almost 8 years of implementation, spent 5.000 billion VND, but the goal has not achieved as desired.

He said: “When Singapore and Malaysia had liberation, they had a good foundation in English but it took 38 years to reach the national average level which everyone can communicate in English. Having good teaching, we should have well-qualified teachers, it is the rule. Teaching and learning foreign language can not be done in a short time because of relation of many objects, many generations, to achieve goals as the project. It takes time – money – great resource.”

Next, the Ministry will adjust towards using less money, improve the quality investment of teaching and programs. In addition to the foreign language project, the Minister also mentioned form of multiple-choice for current testing program. When organizing multiple-choice test, many students are excited, because students have remember not only knowledge but also have to reason, they must have general knowledge. Thus, students must be flexible, dynamic and knowledgeable.
