Education sector in 2020: Expectations before major changes

GSQT – The school year 2020-2021 has officially started – the year when the education sector will perform many important works, continuing the cause of innovation, fundamental and comprehensive education. A lot of changes await the education sector in 2020.
Ready for the new show
The new general education program (GDPTM) has been announced and the 2020-2021 school year will begin to apply to grade 1 nationwide. The program has many changes, inherits, and develops the advantages of the current general education program.
The GDPTM program clearly distinguishes two phases: basic education stage (from grade 1 to grade 9) and stage of career-oriented education (from grade 10 to grade 12). To prepare for the new program, the staff, facilities, and textbooks must also meet the requirements. The work of fostering, training teachers, announcing and approving textbooks, and gradually preparing facilities to meet the requirements are being prepared in parallel.
The revised Education Law takes effect
An important point of the education sector in 2020 is that the Education Law 2019 will officially take effect from July 1st, 2020 with the following basic new points:
- Clarifying the continuity, diversion, and career guidance in education.
- Law on the policy of renewing general education curriculum and textbooks according to Resolution No. 29-NQ / TW and Resolution No. 88/2014 / QH1.
- Add non-profit private schools and the conversion of private schools to private non-profit schools; specifies the position, functions, and composition of the school board.
- Regulations to raise the standard of training for preschool, primary, secondary, and university teachers.
- Stipulating policies to support tuition fees and living expenses for pedagogical students.
- Stipulate a policy on tuition fees for universal students.
- Regulations on investment and finance for education.
Expectations for mastery open wide
The revised Higher Education Law (Law No. 34) is expected to “untie” schools for autonomy. Law No. 34 specifies the functions, powers, standards, organizational principles and operational methods of the School Council, and at the same time assigns the Government to “detail the process and procedures for establishment and recognition of associations; the recognition of dismissal, removal from office of the President of the School Council, the appointment and dismissal of other members of the School Council”.
The revised Higher Education Law has many broadened regulations, specifically with the assignment of autonomy, it will help schools to promote their dynamism and creativity in all aspects of academic and financial activities. Thereby, the education sector in 2020 will promote schools to have effective policies in improving the quality of development, increasing competition in the whole system.
