GSQT – College diploma will not be classified as excellent, good, fair or average, regardless of regular or part-time.
The first draft of the circular, which was proposed by MOET in November, mentioned the main content on the higher education diploma, including: bachelor’s degree, master’s degree, doctoral degree and honorary doctorate.
Accordingly, college diploma will not be classified and the 10 main details recorded on the university education diploma include:
- The title of the Socialist Republic of Vietnam.
- Name of the title by each training level (bachelor’s, master’s, doctorate).
- Name of the institution granting the degree.
- Full name, middle name, name of the person who is granted the degree.
- The date of birth of the certificate holder.
- The nationality of the certificate holder.
- Training faculty.
- Place, date of issue.
- Full name, middle name, first name, title, signature of the person who is competent to award diplomas and stamps as required.
- Serial number and number in the original register for granting diplomas.
In addition, higher education institutions may supplement other contents recorded on diplomas in accordance with the provisions of law. Compared to current regulations (Circular No. 19/2011), the draft circular has three differences:
- With the old regulations, graduates will be distinguished in terms of gradation by levels including: excellent, good, fair, average.
- Current qualifications clearly distinguish the form of training including: regular, part-time, distance-learning and self-directed study.
- Currently, the name of university diploma varies according to the training faculty. Engineers get engineering, architects get architecture, pharmacists get pharmacy, and some basic sciences get bachelor’s degree.
If this draft circular is passed, college diploma will not be classified and the name of university diploma is only bachelor’s degree. Students who complete the program, meet the output standards, fulfill their obligations and responsibilities shall be granted a diploma by the head of the higher education institution at the corresponding training level.
