GSQT – The country has 10 facilities under The Ministry of Education and Training which is recognized national language examination proficiency, certificates for learners, but there are no supervision units to ensure the quality of these facilities.

International Conference of New Directions foreign language examination in 2016 by British Council, The Ministry of Education and Training and The Management Board of the 2020 National Foreign Language Project co-hosted to take place on October 13th and 14th in Hanoi which stated their point of views, gave perception of examination activities, and the foreign language proficiency assessment in the world and in Vietnam.

Accuracy and efficiency national language examination will directly impact to teaching and learning process. But in Vietnam, this activity was not concerned right from the start. The Manager of Foreign Language ​​University of Examination Proficiency (Hanoi National University) commented that when the foreign language project in 2020 was published, examination activities have more concerned, but until 2014, The Ministry of Education and Training has issued 6 levels of foreign language proficiency frameworks for Vietnam which based on the Common European Framework of Reference CEFR.

A small survey of students in Vietnam have found the freshman, foreign language skills of student has reached at level B1, B2, but after 4-5 years in university, the goal of reaching the level C1 has not been completed. In Vietnam, there are only 10 units under The Ministry of Education and Training were recognized national language proficiency, qualified to inspection, evaluation and check foreign language proficiency and issue certificates for learners. However, there are no supervision units to ensure the quality of examination proficiency of 10 units.

It can be guaranteed the quality is one of the reasons that the language certificates which is issued by many units that have not been recognized in the world. This is a great barrier in the background of Vietnam has been deeper integrated to the world. When the national language examination proficiency has evaluated by the international standards, the new labor of Vietnam has not have many job opportunities in the context of free movement of workers between countries in the ASEAN economic community.
